Unified Planning Work Program

The Unified Planning Work Program (UPWP) is a description of the continuing, cooperative and comprehensive transportation planning process of the Old Colony Metropolitan Planning Organization (MPO). THE UPWP provides budgetary information on the activities to be conducted in the following fiscal year. Old Colony Planning Council prepares the UPWP, which is required under federal guidelines to be endorsed annually by the Old Colony MPO, prior to the start of planning activities. The UPWP is organized into specific tasks. Each task outlines staff requirements, the amount of funding budgeted for this task, and the source of that funding. FFY 2007 Regional Transportation PlanRegional Transportation Plan

The Regional Transportation Plan (RTP) represents the MPO's effort to craft a document and a process that will meet the challenges of preserving and expanding a truly intermodal transportation system. In accordance with the UPWP, the RTP includes goals and policies, analyses and recommendations necessary to build and maintain an efficient, effective and affordable regional transportation system built on the current system, working to make it comprehensive and fully integrated. The goal is a balanced range of well-connected transportation options that will use the best of each travel mode: automobile, transit, rail, bicycle, pedestrian, boat, air and truck. The plan will identify the region's transportation project needs for the next twenty years.


Transportation Improvement PlanTransportation Improvement Plan

The Transportation Improvement Plan (TIP )is a federally-mandated document that lists transportation projects proposed for implementation in the next four federal fiscal years. The TIP describes the project scope and outlines the projected costs and funding sources. OCPC, in concert with local transportation organizations such as Brockton Area Transit and MassDOT, prepares a draft TIP based on projects that have met the Transportation Evaluation Criteria, and submits this draft report to the Old Colony Metropolitan Planning Organization (MPO). Public Participation PlanPublic Participation Plan

In an effort to ensure that public agencies, private enterprises, non-profit organizations, and concerned citizens are kept informed of local transportation plans, the UPWP mandates the creation of the Public Participation Plan. This plan provides opportunities for the public to interact with the metropolitan planning process. OCPC has engaged the public with newsletters, an Annual Report, Visioning Workshops to discuss current issues in transportation planning, and Open Houses and Table Events at various regional public venues. One of the primary goals of the Public Participation Plan is outreach to the region's environmental justice communities to ensure that low-income, minority, foreign-born, or non-English speaking persons have equal access to the planning process.


Title VI ReportEnvironmental Justice

The objective of Environmental Justice is to ensure that there is equity in the distribution of transportation resources and services for communities or populations classified as minority or low income, as well as equity in the distribution of impacts from projects. As part of this objective, Metropolitan Planning Organizations are required to provided full and fair participation for all socio-economic groups throughout their planning and decision-making processes. This means that all groups should harvest the benefits of transportation projects and equally bear any adverse impacts from them as well. Title VI of the Civil Rights Act of 1964 prohibits discriminatory practices in federally funded programs. The Title VI report published by the Old Colony MPO demonstrates compliance with the requirements of Title VI.


Title VI Complaint ProcedureTitle VI of the Civil Rights Act of 1964

Title VI of the Civil Rights Act of 1964, as amended, prohibits discrimination on the basis of race, color or national origin in programs and activities receiving federal financial assistance. As a sub-recipient of the Massachusetts Department of Transportation (MassDOT), the Old Colony MPO utilizes a Title VI complaint procedure as part of its Title VI Program. The purpose of Title VI is to prevent the denial, reduction or delay of benefits to minority and low income populations, to ensure full and fair participation by affected populations in transportation decisions, and to ensure that policies and programs avoid producing disproportionately negative effects on minority and low income populations.
