How is OCPC Organized?

The Old Colony Planning Council serves a fifteen community area for general planning purposes consisting of the City of Brockton and the fourteen towns of: Abington, Avon, Bridgewater, East Bridgewater, Easton, Halifax, Hanson, Kingston, Pembroke, Plymouth, Plympton, Stoughton, West Bridgewater and Whitman. Each municipality is represented on the Council by one delegate and one alternate delegate who, in the case of the City of Brockton, are appointed by the Mayor for a three year term or, in the case of a town, by a concurrent vote of the Board of Selectmen and the Planning Board. Each community regardless of size is entitled to only one vote with the alternate delegate authorized to vote only in the absence of the delegate from the community.

The Council members establish policy, develop the program, employ the professional staff and determine the activities of the Council to be carried out by the staff.

In the case of the Area Agency on Aging, the Council is assisted in carrying out its responsibilities by the Area Agency on Aging (AAA) Advisory Committee made up of representatives from each of the twenty-three member communities that form the service area. AAA Advisory Committee members are selected by each community for service and represent the views of elders residing in the community.

In addition, the Council is assisted in its responsibilities as the Metropolitan Planning Organization for transportation and transit planning by the Joint Transportation Committee (JTC). The JTC is also made up of representatives of each municipality and other individuals having a direct interest in transportation issues. The Council gains input on economic development issues from the Overall Economic Development Program (OEDP) Committee which is advisory to the Council and is composed of local industrial development commission members, representatives of various groups and organizations working on economic development programs and representatives of Business and financial organizations.

The Council meets regularly on the last Wednesday of each month at 7:30 PM in the OCPC offices located at 70 School Street, Brockton, MA. Officers of the Council include a President, Secretary and Treasurer who are elected annually in April of each year. The Council holds its Annual Meeting in June and Council officers are formally installed at the meeting.
